strobing/stuttering video and low volume

I am having difficulty with my video and audio

The video is strobing/stuttering when viewing live video from my set-top box.

I also have low volume from my sound card?

I cant understand what is causing these conditions

My machines spec
- asus motherboard
- on-board sound (analogue out)
- 2.8 GHz P4
- 6800 nvidia card @ SD 50 Hz pal
- pvr150 (which is recieving the feed from set-top box via svideo)
- dvico fusion hdtv
- nvidia purevideo decoder

Any suggestions as to where my problem may be? Which logs/threads should I look at?
