You could always post this as a support issue and see if sub has any ideas.

The ShutDown plugin uses the WMI Win32_OperatingSystem class to invoke either the Shutdown method or the Reboot method. The first looks like it would leave a machine in the 'safe to power off' state. To force power off would need the Win32Shutdown method.

If sub is using similar code then it might explain the problem - but that's over to him.

My XP machines all shutdown and poweroff correctly.
My two win2k pro machines both go to the it is ok to turn off the power message.
I think I did post this once, but I guess I'll give it another shot using the info you added.
