Config locks up in Vista

Let me see if I can get this right..I'm Running a dual boot system with Vista and XP. My card is a HVR1600. I have installed all the native drivers and the card works flawlessly with WinTV and MCE. When trying to install GBPVR and making any selections in the "config" portion of the set up I get a "Not Responding" comment window. I've tried unchecking all the plugins and also trying the program on the XP version of my Dual boot..Same results. I also had an ols Technisat PCI card that returned the exact results. Attached are the logs as requested..I'm trying the lastest version 99.12 and have 2.0 NET frameas well.

When I run the config.exe I always do it using the "Run as administrator" option in Vista. Afterwards, the "Not Responding" message on the recording services is also normal for me but I just use the "Restart recording services" the the GBPVR tray icon to correct this.
