Help can`t download

Hi, I`ve formatted my harddrive and reinstalled windows XP, I decided I`m only going to use this PC as a media centre, so decided the best thing to do was to start a fresh system.
Everything was going fine downloaded all the updates and drivers. But now I find I can`t download anything through internet exployer. When I click to download it brings up a box "run" or "save" so I click save, then it ask`s for a location, I select the location, then click ok and nothing happens.
I would try firefox but I cant download it (unless someone wants to e-mail it)

Now I have turned the security settings to low and turned the firewall off, now I get this message after I enter the locaction of where to save "the connection with the server was reset"

Anyone got any ideas

Its ok now, I`ve done a system restore
