i am trying to access my media pc on the network

I am trying to access my media pc IP 192.168.1.69 from my main PC IP 192.168.1.70 using
http://192.168.1.69:7647/gpvr/login.aspx

is this the right address?

I have enabled web access in config and I have also altered the gbpvr service property to 'allow service to interact with desktop'

I get a timeout when i try to access it on my browser.
I can ping the media pc and i can use remote desktop so the network is ok

can anyone suggest what else i can try please?
