What does the Device Priority buttons do on the device tab of the settings dialog? Is this the priority for Live TV and Recordings?

Yes, the priority is no longer reversed like it was in GBPVR. Same priority for both live and recording.

Really? Assuming I'm not misunderstanding what's happening, then that's a shame.

I have two tuners that are really slow at changing channel, and one that's really fast. So it makes sense to keep the fast tuner for live TV (bottom of the list in GBPVR), and the slow tuners for recording stuff (top of the list). Will I lose this ability with NPVR? I don't really want the fast tuner being stolen for recordings unless all other tuners are already in use.

I have the opposite case, I have 3 digital tuners and one analog. I don't want to use the analog one for anything unless I have to. That's why it suits me well to have it at the bottom of the priority list, if it had been the gbpvr way the analog would have been preferred for eighter live-tv or recording.

Have you tried it with NPVR? The channel changing infrastucture has changed with NPVR and channel changes are much faster. I had the same issue with my Vistaview tuner taking as much as 4 seconds for QAM channel changes in GBPVR and it's near instant in NPVR.

I'd only ever tried NPVR with a single tuner on my main HTPC (which is still XP). It just doesn't work very well with XP, so I've been holding off until it's a little more mature, then I'll take the plunge and update to Windows 7 at the same time as moving from GBPVR. All my plugin development has been on a different box and I've not paid much attention to live TV. I'd just assumed the priority stuff was the same. I will try to find the time to see if the slow tuners are any better, although they're slow in other apps too (Pinnacle 7010x DVB-T tuners; the DVB-S ones on it are fine).

Perhaps what's needed is a single top-to-bottom priority list (as it appears to have now), but with the ability to mark any single tuner (anywhere in the list) as the "preferred" tuner for live tv.
