ReClockOrNot - Use ReClock with NPVR

ReClockOrNot is a simple plugin to allow ReClock to work correctly with NPVR, by disabling it when using .ts files, and enabling it for all other video types.

The solution I came up with isn't ideal. I would have preferred to enable/disable ReClock by changing its own settings for dealing with NextPVR.exe but unfortunately changing those values (in the registry) *while* NPVR is running has no effect; you'd have to exit NPVR and restart it which is obviously no good. So the plugin currently does it by changing NPVR's audio renderers, which works, but does make it a bit more awkward to use ReClock with other applications as well. Not impossible though, just... awkward.
