I have found that PDVD12 codec seems to work best with UK freeview SD and HD if you don't have W7 - I think the problem is the very different encoding rates used in adverts and programing also gaps between adverts and lastly ITV4 is one of the lower bitrate channels.
If you PM Hoborg you could get SAF6 unlocked with the above Codec.
