New install - Unable to start device: Device failed to start

Hi, I have installed NPVR 2.5.9 R2 onto a Windows 7 SP1 x64 OS, but cannot get my installed tuners to scan. I receive the dreaded 'Unable to start device: Device failed to start' error message on each of the 2 tuners.

The tuners are PCTV 290e devices and work fine in Windows Media Center.

Any help would be gratefully received. Logs attached.
