The Cinergy HTC USB XS also has video-in/audio-in (in addition to dvb-t and dvb-c), but I haven't found out if it has a HW encoder. I'v actually never tried to connect anything but a cable signal to it.

(another SC fan I see) - Yep - the HVR-1950 looks the business (Hardware too). Not sure what all differences are to the 1900 suggested by johnsonx42 but it seems to be 1900 = just DVB-T vs 1950 = NTSC/ATSC

the WinTV-PVR-USB2 seems to be a external PVR-150. It worked fine back in the GBPVR days.

Do you need PAL, NTSC?

I need PAL, and the device you posted (I remember those!) does have SVideo In IIRC, so one of those would be the ticket for sure (at least until the cableco finally gets my favourite channels with HD).
