My MPEG2 video decoder won't allow me to select anything and is set to disable. My ac3 audio decoder is the Microsoft DTV-DVD audio decoder. I'm on Win8.1 with all the latest patches. I have the live TV buffer set to a valid path.

You might try loading either K-Lite codec bundle or the SAF decoder pack (found in the NextPVR Support section of the forum). I personally use the CyberLink Video decoder and the AC3 Audio Decoder. (Private Message me for details if you'd like...)

Ok, I downloaded the K-Lite version, since it was smaller and didn't require dev PMs to unlock, although it installs spamware. So, now I have a picture AND sound (although there are four or five Lav icons in the systray when I stream live TV now). Next step is to get Kodi to hook up to NextPVR.

If you only plan on watching video's on kodi clients (and not in NextPVR), see this thread. It seems Kodi bundles it's own codecs, and does not need you to install them separately (however, to view in NextPVR, you will still need them).
