For PVR Matrix is very stable. The issues are with with primarily with pirate addons not being converted. The addon updater is perhaps a bit rough they tried to make it unnecessarily sophisticated.

Just to close out this thread.
I have been busy setting up wireguard on the router, still not complete.
Connected this pc, debian 10 buster to wireguard, mullvad. nextpvr hasn't missed a lick.
With no vpn, complete block from the isp, with openvpn connected to mullvad, intial connection streams for a bit, buffers, drops out.
Connection thru wireguard, some buffering, change port and protocol, 443/tcp solid stream.
So this wasn't a nextpvr issue.
My current issue, I'll post in the docker forum.
