Updated: webcams plugin

This my second public released of the Webcams plugin. It shows webcams from around the world on MVP. The plugin comes preloaded with a short number of webcams.

Finally got around to installing this plugin, and just thought I'd say "nice job" - works well, easy to set up, and I've put a few traffic cams on it, which should come in useful for checking out routes before I leave the house.
