Your config.xml works on my machine when I changed to the blue skin I would delete the Weather2 folder from Plugins it isn't in config.xml anyway to see if that fixes the config problem.

From the NMT it looked ok until it stopped, I'd start by seeing if setting your NMT skin to Blue helps,
