Cool PoP_OS 19.04 is working
One thing need be address is to set Live TV Buffer and Recording Directory and there Folder Permissions

On a first time install the NextPVR and deb install will create the recordings folder for recordings and live tv.

I had manual set the Permissions on the folder before it work because other then that it fail to record and live steam

You've hijacked another user's thread so it is not clear how you installed. I did forget to mention in my instructions on the deb installer that any folder setup in config.xml for maintenance will need to configured in the linux video group.

Then just said "I did forget to mention in my instructions on the deb installer ect, ect"

I don't understand your post but if /home/userid/recordings is already there when the .deb installer runs it is changed to the video group so the new service user can access it.

Well it didn't at all as I wasn't able to steam LiveTV it keep give fail message in player so I reboot just case some didn't take that didn't help same message and wasn't intel I try to do just a recording then it fail saying something about no permissions to folder that when I fig out what going on so I set folder read and write boom then it starting work.
In the logs come back as 2019-08-04 12:37:25.672 [DEBUG][22] {"stat":"Failed","code":11,"msg":"The remote server returned an error: (404) Not Found."}

Log snippets don't help I believe that is the message everyone sees until sub implements more version control. That being said I am struggling to understand your permission issue so you really need to upload the logs.

You can safely ignore that - it's just trying to check the current version number on the server, but I'm not currently publishing that file.
