Most cable companies also provide FM radio via the cable. It's usually just tossed in for free, and not widely advertised. The card comes with an FM radio antenna to plug in, if you wish to use it that way.
If you get a PVR-500 now, it will only become obsolete when the cable and TV companies stop broadcasting commercial TV. If they go digital, they'll be providing some sort of set top decoder box to you, and the card will still work with it (with channel changing limitations). The quality is near DVD, and it will work with regular analog, HD analog, and current decoded digital signals.
If you get a Divco Fusion, it will only record digital HD from a set top decoder box, not regular analog cable.
There currently are no cards that support recording digital HD directly from any cable source, but there are lots that will record digital HD from an antenna on your roof (called OTA in the US, freeview in the UK).
Yes, you can plug in your PS2, although you'll have to do some tweaking to bypass the mpeg-2 encoder on the card, if you wish to use the PVR to play the PS2 games on your TVor monitor through it.
It will easily record PS2 games as you play, but with a delay of up to half a second.

You can never have enough tuners!
