ok if you play it back on vlc media player what does it do
take gbpvr out of the picture
just dump the mpeg onto a memory stick or watch it over a network or dump it onto cd/dvd no change need to be made

i get it on one program where the colours get stonger and weaker notice oit most on peoples skin colour ?

need to know more details about signal type etc aswell
do you have amplifiers on your signal
is it analog

Well it happens with live tv as well so wouldn't that cut out the recording stage? It's an sapphire ATI550 pro. It could be that the colors are getting stronger and weaker. The signal is via a coaxial cable running through an amplifier.

I uploaded a really quick clip which shows what i'm talking about. I think you'll be able to tell. It shows up for me with windows media player just as it did in GBPVR.

live tv still has to be converted momentary saving (ie tv live buffer just gets deleted onc eyou have finished watching )
need more than that to see what your talking about its like a 1 second long

It had to be small, maybe I can lower the bitrate more. I can see it happen many times int hat one clip

like stu said, 1 sec is not really enough.

try feeding your coax cable direct to the tuner and remove the signal amp from the equation. (i have a siganl amp that I bought to give me 3 x coax outputs but the quality is rubbish so I ditched it)

Are you sure you are not seeing problems because you are not deinterlacing? I wouldn't describe it as flickering but you also mentioned horizontal bars I think and that could be it maybe.

The clip is very short but I do not see any flashing like you are saying. Maybe a screenshot would give a better idea of what you are talking about.

I've tried all the deinterlacing modes including video which always has deinterlacing. I've tried pretty much every setting in purevideo so I don't think it's the decoder settings. Anyone have any ideas on how I can host a larger clip? I loaded the file up on my other computer and I can still see the pulsating. I'm going to try to find a way to host a bigger file but if you look at a stationary spot on the screen like the window view behind this dude, stare at one spot and you'll see that the image should be completely unmoving but that's not the case here.

I can see it now by using media player classic and slowing the speed down. it kind of looks like dark bands/shadows moving rapidly down the screen.

so the fact that I can see it rules out your output stage from video card --> tv.

It looks to me like some kind of electrical interference either getting onto the coax (coax cables should cross power cables at 90 degrees and not run parallel to them IIRC) or the noise is being generated inside the pc by a fan or cheap power supply.
