The EnableVMR9 setting isnt there by default, so not surprising you didnt find it. The exact registry key can vary depending on what version of the Cyberlink decode you're using but its often either
HKEY_LOCAL_MACHINE\SOFTWARE\CyberLink\PowerDVD\EnableVMR9=1 (DWORD) or,
HKEY_LOCAL_MACHINE\SOFTWARE\CyberLink\Common\CLVSD\EnableVMR9=1 (DWORD) or,
HKEY_CURRENT_USER\SOFTWARE\CyberLink\Common\CLVSD\EnableVMR9=1 (DWORD)
