I saw this at MaximumPC a few days ago:

The short version is that it's supposed to launch in the US late this year or early next, but due to competition with other free services already established, they may launch it as a single full-featured "freemium" service rather than a tiered free/premium model as in the US.
So, the wait may soon be over.
