I use the alternative shorter format (as it takes less space) for Season/Episode which is a settings option in XMLTVGUI e.g.

Is someone able to zip and attach a complete xmltv file with these identifiers, so I have a test file?

This is mine using Digiguide & XMLTVGUI (v3.13.01W) with postprocessing options to add episode details to subtitle and to use the short form.

Can you think of an example program that is likely to air the same episodes multiple times in this xmltv file? ie, some show that is played in prime time, but repeated in some other timeslot aswell?

They have very good listings and cover some channels that RT do not.

odd, my XML file is current but has the last 7 days as well as the next 7 included.
Try this it has multiple showings of this episode in the next week (on 2 different channels)
