I did get a firewall to produce logging records and it indicates firewall rules created to allow UDP traffic to ports 53 and 65001. Port 53 is to the router's IP address and port 65001 is not to the tuner (generically? to XXX.XXX.0.255). My router my not be liking this. I'll leave it to your expertise as to whether this is the correct thing to do.

UDP 65001 with the "strange" address is the HDHomeRun checking for tuners on your network via multicast. Your computer sends out a request for any HDHomeRuns on your network to respond. The HDHomeRuns respond back so your computer knows they are there. All video streamed from the HDHomeRuns will be TCP communications, not UDP. IIRC, it will be somewhere around port 5000 but you should allow communication on all ports to be on the safe side.

Yes, all ports are opened to the NPVR programs.
During the scan the tuner LED blinks and hold steady for a bit of time when it gets to a channel where I'm expecting a set of channels. It is still a mystery of why there's nothing getting back to NPVR or displaying. It is only the channel scan that is at issue here. Thank you for the responses.

Can you rescan in NextPVR and post that log as well? (One tuner only should suffice)

that scan says the same thing the first one did... a firewall is blocking communication between the HD Homerun and NextPVR.exe. You get signal locks with good strength and quality, but no data is ever delivered.
somebody once said they found Windows Defender had gotten in the way somehow... I didn't know Windows Defender could do that, but that's what the guy said.
