To be sure it's not a problem with Windows Server i tried the same setup on Windows 8.1 Pro 64-bit and got the same (bad) result.

Here's the wireshark trace.

192.168.0.6 is the Telestar Digitbit Twin,
192.168.0.123 is the windows server with npvr.

The trace was created during a unsuccessful quick record.

For your information:

I exported the mpeg ts of the npvr-wireshark trace this way: https://wiki.wireshark.org/mpeg_dump.lua
This export can't be played with vlc media player.

Another mpeg ts-export of an wireshark trace created while using dvbviewer can be played with vlc media player.

Maybe there's something wrong with the setup:

NPVR:

rtsp://192.168.0.6/?src=1&freq=10744&sr=22000&pol=h&msys=dvbs&fec=56&pids=0,18

DVBViewer:

Just one more note:

I've tested successfully on a debian jessie-machine with tvheadend, too.

So i'm pretty sure, it's a npvr-thing, why it's not working on Windows (expect with DVBViewer).

I'm not seeing an obvious reason.

I'm using a Telestar Digibit R1. Is this what you're using too?

In the wireshark trace, I can definitely see transport stream data being send by the device.

Can you create a c:\temp directory, and set HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\NPVR\LogNetPush=1 (Dword), then try doing a quick record, them post the NextPVR logs, and the c:\temp\netpush.log? This will tell us if the data is making it as far as NextPVR (or blocked by firewall/antivirus/netnanny etc).

I give it a try and send the logs in a couple of hours.

I attached a screenshot of wireshark's expert infos.
Left side is nvpr, right side dvbviewer.
It looks to me, the stream is maybe some kind corrupted.

It's a good idea, that any kind of security software can disturb the stream, but on the server i use for testing the windows-firewall is during the npvr-"debugging" deactivated, there's only ClamWin installed (there's no realtime-scanner). On the Windows 8.1-Machine is another AV (Panda) installed, same here with the firewall, so i don't think (atm) it's a firewall/anti-virus-thing.

Not sure it's maybe a network-problem, there are some switches (cisco, zyxel, greennet) between the test-machines and the telestar-device.
But over the same network-path i use the old "npvr-windows xp-installation" without any problems with streaming, but it's using on hauppauge-pcie-card within the xp-pc.

I'm sure you're probably right, but I'm just trying to work through the various steps and confirm things are working at each stage. The netpush.log should tell me if the data is making it from the device to NextPVR.

Further down the diagnosis path, I might need to you to capture a 30 second or so full transport stream, so I can try you same broadcast here in a signal generator. This will help me determine if there is anything about your German stream that the application doesn't like.
