Still looks like permissions. You moved livetv to c:\temp which explains the difference.

Hm well I though I changed it from the default c:\temp to its current c:\users\publicVideos\. But I will check that now. However, the fact that IPTV recordings end up in the correct folder within c:\users\publicVideos\ and are successful in recordings, does not explain why the OTA recordings should fail, right? If the permissions allow the IPTV recordings to land correctly, why would permissions be blocking the OTA recordings?

Good day...well Martin it does indeed look like a permissions issue. I looked at the security in c:\temp and compared it to the security on c:\users\public\videos and the only thing that was different between the 2 was the ownership on c:\temp was set to my domain account and on the other file the ownership was set to system. Therefore, I changed back the settings in media folders and recordings to point to c:\temp which I renamed C:\tvrecordings. I ran a couple of recording test on OTA channels and IPTV channels and all seems to be working well atm (fingers crossed). I will try and figure out why it wouldn't allow the recordings to where i wanted them initially but for now it is working. The initial public\public\videos folder did have credentials for administrators (local) and not administrators (domain) so I presume that may be the issue. But I will work on that later as for now it is working so I am good. Now I need a drink or 3...cheers!! Thank you both once again.
