It is not always a good indicator but the quality still seems bad, did you try removing splits, boosters etc?

Also if you edit <ReversePriorityForLiveTV> in config.xml to false to get another tuner does it change anything?

It might be worth zipping up your recent v4 logs on the same machine that could still be there .

I'd also be looking at whether those livetv files are showing up in C:\Users\Public\Videos - even if briefly. If they don't show up at all, I think you've got something permissions wise or something going on. You should absolutely get a file, and if you've got other problems like poor signal (or moved channels) then you may end up with an empty file, but if you've got no file, then things are definitely not working.
