I assume you mean the half hour show "Ted's Notebook" that you gave 60 minutes of post padding?
Your Kodi log is not a debug log but the quality of the file does look suspect. It is possible that your IPTV provider is not providing a continuous stream. You'd probably need to provide a link to the file so I can have a look.
One thing I did note is that the stream is 25fps your might need to set Kodi to have auto framerate since your monitor supports it, especially if you plan on using a mix of Canadian/US shows with European broadcasts.

haha. Yeah. I have 60minute padding default set due to overtime in sports which is the only thing I'll ever be recording.
