Could not find a part of the path 'C:\Users\User\Desktop\Upgrade nextpvr\NPVR - FoxNews.m3u'.
It is never a good idea to store files on the Desktop.

Thanks Martin. Seems strange that NextPVR has no trouble finding the file to import it each time, but only when trying to do an update.... and NextPVR had no trouble finding the same file in the same location for updates until a month or so ago.
Never the less, I move the file from Desktop to e:/m3u and imported it again. The import work fine, but the Update still does not show the Save button. Attached it the new zipped log files.
You still have some channels in a location that either no longer exists, or NextPVR does not have access to (since it's running as another user call 'localsystem')

Very strange.
1.) I had moved the file m3u from " 'C:\Users\User\Desktop\Upgrade nextpvr\NPVR - FoxNews.m3u" to 'E:\m3u\Upgrade nextpvr\NPVR - FoxNews.m3u
2.) I had deleted the device that had been created from " 'C:\Users\User\Desktop\Upgrade nextpvr\NPVR - FoxNews.m3u"
3.) I had imported from the m3u file at the new location, 'E:\m3u\Upgrade nextpvr\NPVR - FoxNews.m3u
The channels imported fine, but will not update.
I see you are referencing a cookie directory. I did not touch the cookie directory or know it existed. The directory 'C:\Users\User\Desktop\Upgrade nextpvr\ no longer exists and is referenced by the cookie directory. There had been some devices from the old directory 'C:\Users\User\Desktop\Upgrade nextpvr\
but I had not deleted or recreated them yet, wanted to test with the one and get it working first.
Is there something I should be doing with the Cookies directory?

That is not something NextPVR has done. "cookies" means nothing to NextPVR. You have told it to import from that directory name at some stage.

Going by that path, it looks like you've got a user called "Cookies", and they've got a folder on the desktop called 'Updated nextpvr' which contains their file or shortcut called 'NPVR - FoxNews.m3u'.
Actually that path looks like there is a user called User, I though that he had edited the file. Perhaps the browser is running in some sort of sandbox?

Martin
There is a user called User. The PC autoboots to that and it has no login. The PC is used only to drive a TV via HDMI. It's been that way for 10 years so that when it powered up, it would automatically start streaming Windows Media Center to the PC.
I tried three browsers, Firefox, Chrome and Edge. None are running in a sandbox as far as I know.
The user of User had never been a problem in the 5 years that I ran NextPVR on this pc. This issue is approximately 30 days old. The only thing that changed on this PC during that time has been the periodic Windows Updates (Windows 8.1).

Oh - you're right. I missed that extra 'User' in there.
