You don't need to turn Windows Update OFF.
Search Windows Settings for "DEVICE INSTALLATION SETTINGS".
You can stop Windows from downloading and installing what it thinks is the best driver software in "DEVICE INSTALLATION SETTINGS".

UPDATE: This setting has now disappeared from Windows 10 after the last version Update in November, see the new solution below at #26

Thanks for that. I have changed this settings and will see how it goes. I guess I don't need to worry about automatic driver updates for other devices, as long as they're working ok.

For the RTL2832U, I guess I'll should turn on Driver Updates every now and then to see if a working driver has become available via Windows Update.

Windows Update has been installing the wrong driver for the RTL2832U/R820T since Vista so I wouldn't count on Microsoft fixing things soon.
My guess is that the wrong driver installed by Windows is for the old RTL2832U/E4000.
The problem with Win10 is this setting to update drivers is ON by default.

I could not do a search for 'DEVICE INSTALLATION SETTINGS' but
got there this way.
Right click on 'This PC'
Choose Properties, that opens the System window
Choose Advanced system settings in the left column
Choose the Hardware tab
Click the 'DEVICE INSTALLATION SETTINGS' button
Choose never install driver software from Windows update
In Device Manager uninstall the device and tick delete the driver when you do this.

I then ran the setup.exe in the Drivers folder that of the CD that came with the device.
That installed the driver from the CD.
It now stays installed.
It is now Realtek 01/08/2012 64.1.801.2012
Compatible ids are
USB\Class_ff&SubClass_ff&Prot_ff
USB\Class_ff&SubClass_ff
USB\Class_ff

So it should now work with Universal Apps.

You can quickly try it in VLC
On the Media menu choose Open Capture device TV Device
Enter the frequency of your transmitter channel
eg 730166 kHz for Oxford, UK,
DVB-T for SD channels
Click Play
Use the Playback menu - Programme to select the prgram channel.

Works for me now.

How to install RTL2832U drivers for the determined.

I installed the latest version of Windows 10 using the media creation tool and the downloaded DVD.

At least I think it's the latest version, nowhere does it say what the latest is.
When I go to a cmd prompt and type ver this is what I get.

Now my RTL2832U drivers have reverted to the earlier 2009 version and I can't get the TV.
In Device installation settings I set automatic download to NO but every time I reboot the 2009 drivers get reinstalled.
Neither the drivers from http://www.ukwtv.de/cms/downloads-aside/...gsinn.html
or the ones that came with the device would stay installed.
This is how I eventuially got them to stay installed.
My Win10 is 64 bit and this is for the 64 bit drivers.
I backed up Win10 using the free Seagate Acronis.
My PC is multiboot, I rebooted into Win7.
On the Win10 drive I did this:
I made my user id the owner of the Win10 C:\Windows\System32\DriverStore folder
and gave myself full permisions.
I made a copy of the Win10 C:\Windows\System32\DriverStore folder.
I renamed the Win10 C:\Windows\System32\DriverStore folder.
I copied from C:\Program Files (x86)\REALTEK\REALTEK DTV USB DEVICE\Driver
the files RTL2832UUSB.sys RTL2832UBDA.sys RTL2832U_IRHID.sys to
C:\Windows\System32\drivers
These are version 64.001.0106.2011
I rebooted into Win10.
Win10 objected to having no DriverStore folder when I tried a windows update.
I could not rename the original folder back to DriverStore so I renamed the copy I made instead.
Now the copied drivers are not replaced when I reboot and the TV works in both VLC and Next PVR.
Win10 device manager says the 2009 drivers are installed but they are not. It doesn't seem to
realise that I've replaced the drivers and leaves them alone.

My Win10 seems ok but do backup your Win10 first before doing this in case it causes some
yet to be discovered problem.

The Device Installation Setting to stop Windows 10 installing driver software from Windows update was removed and driver updates turned on again after the last version update in November, so windows continually updated the working 2012 driver to a not working 2009 driver.

This is how I got it working again:
In Device Manager, Under Sound Video & Game Controllers, Right click the Realtek 2832U Device then click "Update Driver Software",
Click "Browse My Computer for Driver Software",
Click "Let me pick from a list of device drivers on my computer".

A 2012 Realtek 2832U driver should be on the list if you have previously installed the correct Realtek driver package.
Select the Realtek 2012 driver, click Next to install the driver, the dongle then works and the 2012 driver remains installed.

If you cant see the 2012 driver in the Device Manager driver list, uninstall the 2832U device from Device Manager and delete the driver files, then install the 2012 driver from its setup file.
After Windows updates to the wrong 2009 driver, go to the driver list in Device Manager and re-install the 2012 driver from the driver list.

I checked for Windows Updates, restarted the computer and the working driver remained installed.
I have driver version 64.1.521.2012 dated 21-May-12 installed and working.

UPDATE:

TV works ok with driver version 64.1.521.2012 dated 21-May-12 but DAB & FM are not working!
I now have diver version 64.1.801.2012 dated 1/08/2012 and everything is working.

I got the newer drivers from the Treiber2.zip file on this page: http://www.ukwtv.de/cms/downloads-aside/...gsinn.html
I had to reinstall version 64.1.801.2012 using the "Update Driver Software" button in Device Manager after windows updated to the wrong 2009 driver again, as described above.

I've had the tuner working OK for the past month or so after a lot of fiddling with drivers.

Yesterday Windows 10 decided it was time to force a restart to update itself while I was recording a show. After almost 1h of updates, windows started again and to my dismay, it had replaced the tuner drivers again and, obviously, it stopped working.

I'm simply so tired with all this Windows 10 crap that I've decided this weekend I'm going to install some flavour of Linux (I'm leaning towards Linux Mint KDE) with tvheadend and Kodi.

If you are to go for Linux I'd recommend Mint 17.3 Rosa with Cinnamon. I'v just tested it and it is awsome Wink

Yep. But I'm just tired of fiddling with Windows 10. I'm tired of it updating whenever it wants, messing with the tuner and starting to do background tasks that make the CPU fan spin like mad.

My HTPC is an old Core2Duo that ran Ubuntu with decent performance but it's slow as hell with Windows 10. I'm just tired of messing with it, and since I have previous Linux experience, I don't think I'll have much of a problem. I only wanted Windows 10 for it's tablet interface with big tiles that I thought would be better for an HTPC, but I can live without it.
