I guess I’m saying nothing new as my NPVR has stopped working as well.
I still get EPG updates and still can set to record.
However recordings do record BUT can’t be played back even going native!
However downloaded files don’t play either!
Can I assume this is a total outage caused by MS

Your options at this stage are:

1) configure the app to use a different decoder
2) or uninstall KB4013429 and block updates
3) or restore an older version of "C:\Windows\SysWOW64\CompPkgSup.dll"
4) or wait for Microsoft to fix the decoder.

It's not ideal, but at least there are options...

I'm a bit curious about the path for (3)?
My Event Log says it is in C:\Windows\System32\CompPkgSup.DLL
But it is actually in BOTH? Do I replace Both?

C:\Windows\SysWOW64\CompPkgSup.DLL on a 64bit version of Windows.

C:\Windows\System32\CompPkgSup.DLL on a 32bit version of Windows.

I couldn't be bothered typing both path options, and most people are using 64bit versions of Windows these days.

What do you do if Windows 10/64 won't let you enter SysWOW64 or change the DLL file? I got the DLL file, but I can't use it so I'm stuck using KODI to view movies and downloaded videos. Changing the decoders lets me view live TV and recorded TV.

I had to change security permissions for the folder SysWOW64, checking inheriting permissions etc. Quite a rigmarole, but I found a site which explained it simply. Sorry but I deleted that link already; google should be able to help you with that.

I uninstalled KB4013429 because I could not play live TV or playback video. Since KB4013429 reinstalled, live TV and recorded video playback are working properly, but I am unable to playback any video recorded in MPEG4 format. Attempting to play MPEG4 crashes NPVR. I am only able to playback video recorded in TS format. Using Windows 10/64.

MPEG4 playback is based on Windows being able to handle the file Typically if you install LAV https://github.com/Nevcairiel/LAVFilters/releases it should work.

I used the Take Ownership registry entries; the same one used on Windows 7 also works fine on Windows 10 - it adds a new command when you right-click on any file or folder; "Take ownership", so you can delete or rename it. After the update installed itself again, I can now still use NPVR with the Microsoft decoders, which I do prefer.
Code:
Windows Registry Editor Version 5.00
[HKEY_CLASSES_ROOT\*\shell\runas]
@="Take Ownership"
"NoWorkingDirectory"=""
[HKEY_CLASSES_ROOT\*\shell\runas\command]
@="cmd.exe /c takeown /f \"%1\" && icacls \"%1\" /grant administrators:F"
"IsolatedCommand"="cmd.exe /c takeown /f \"%1\" && icacls \"%1\" /grant administrators:F"
[HKEY_CLASSES_ROOT\Directory\shell\runas]
@="Take Ownership"
"NoWorkingDirectory"=""
[HKEY_CLASSES_ROOT\Directory\shell\runas\command]
@="cmd.exe /c takeown /f \"%1\" /r /d y && icacls \"%1\" /grant administrators:F /t"
"IsolatedCommand"="cmd.exe /c takeown /f \"%1\" /r /d y && icacls \"%1\" /grant administrators:F /t"
If you copy that into a text file and rename the file Own.reg, you then just double-click on it to add the registry settings
(changing registry settings always at your own risk:p )

Tried it. No luck. I have tried 4 or 5 different decoders. The only video I can play is TS format. As soon as I click play on any video except TS NPVR stops and crashes. I never had a problem playing MPEG4 video prior to Windows 10 update.
