Ok - now I'm getting confused. In order for the web passwd to change, the web service needs to be restarted which requires a manual restart of the recording service? Maybe that's been my problem all along.

There is one background service that performs several background task including recording, epg updates, web server etc, and some settings like the web server password need that background service to be restarted before it'll pick up the new settings.

To change the web password effectively you do have invoke UAC to restart the recording service which stops and restarts a new web server under the local system account. For a server this makes sense to me, disabling UAC to restart services seems like bad form.

The UAC has never worked as it was supposed to, and with one user; what's the point of UAC anyway.
