The device at 192.168.1.221 was unplugged when the test was done.

Also, these two HDHR3-US devices run fine together on NextPVR V4 and TVHeadend.

Maybe plug it back in since NextPVR knows it was on at one time. Also make sure TVHeadend is shutdown in case it is locking tuners.

So you've successfully setup channels on both? I assume you scanned the first one, and accepted the offer to copy the existing channel configuration when trying to setup the others? (rather than scanning on each separately)

Can you post the logs showing the attempt to use them both at the same time, and let me know what time you get the failure, so I know where I'm looking in your logs?

I can scan and save one tuner if only one device is connected. If I then add the second device, it asks if I want to duplicate the previous scanned tuner. That works fine and allows use of the two devices together.

The program continues to refuse to scan with both devices connected at once.
