I've had this computer for quite a few years now. It an i7-3770k CPU, just using the on-board Intel HD 4400 graphics. 8GB of ram.
You'd typically scan one tuner, then when you try to setup the others, it'll give you the option to copy the scan results from the others - accept that offer. This way you end up with a single channel available from multiple tuners.
Regarding a slightly varying number of channels - you might find a couple of frequencies are marginal frequencies, and some times the scan finds them, some times they don't.
The reason you have that impression is because TVs use AGC (Automatic Gain Control) to boost the selected channel's signal. Tuner cards don't have this AGC feature which makes quality reception more of a challenge. For a quad tuner card, there would have to one AGC circuit for each tuner which would jack up the cost of the hardware.
but I'm not sure how I can use it to connect to the rooms. I get that this in my pc in the basement will give me dvr functionality. but how do I get stream ota to the house? Roku, etc? I just don't see how this will be streamlined and easy for my wife...
just thinking out loud.. thx..
ive been sick as heck so I haven't got back to the tuner yet...

You can have NextPVR installed on your server in the basement. Around the house you can use Kodi/Emby/NextPVR on machines/devices for clients.
