it took a reboot for some reason, but that did the trick. thank you, i would have never figured this out without your help. Is this a final fix or do we need to change something in windows?

On a clean boot, and sometimes by stopping and starting the recording service, a stream will be created. but if you stop the stream and try to restart something else the same problem exist. (vlc process starts but does not do anything. If the recording finishes on its own, then you can start a new one. If you try to stop a stream and then start a different stream (which does not work) vlc process starts and does not do anything. If you try to launch vlc from the server it gives us an error message that "vlc has crashed would you like to send a report". I tried different user permissions with the same outcome. Would you see if your system does the same thing. Maybe i changed some other settings while trying to get it running. Sorry to bother you again!

For WebRadio to avoid config profiles conflicts I used the option --ignore-config with from the help files say "no configuration option will be loaded nor saved to config" and it seems pretty effective. It might be worth trying.
