P4 CPU should have plenty of power for PVR application.
512MB should be fine (I have 1GB but utilisation is only 350-400MB)
Harddrive is up to you, but anything will work satisfactory.
Your old MX4000 video card cannot do hardware deinterlacing, meaning you are limited so software 'BOB' deinterlacing which preoduces soft edges and blured movement. I highly recommend you upgrade the card to a video card that supports hardware deinterlacing. This will make significant viewing improvement in the sharpness of the picture. For SDTV; ATI 9550 and upwards, or Nvidia 6200 and upwards.
