Motion shake

I have been having a problem since upgrading to 97.13 when I am watching a show that I recorded and the show comes back after skipping commercials the picture is like a motion blur or shake but if I pause it for a couple of seconds then play it again it goes away and everything plays normal until the next commercial skip. I'm not sure where to start looking could someone point me in the right direction.

Its most likely either the video decoder you're using, or the quartz.dll problem that has been discussed here in other threads.
