Yes, the edl file contains the cutpoints. Comskip only creates the .edl file if you've configured it's ini file to make it do so... the .edl output is disabled by default and only the .txt file is created.
However, if you want the .edl files being created by comskip but just don't want this batch file to use them, remove the .edl processing from the bat file by removing the -edl option from the mencoder command lines.
