I think your device number is set wrong. Did you try setting it as device #1?

have set it up as device 3, i have two other pvr 150 s running on 1 and 2, should the hvr 1300 be no #1 then?

The device numbers only change if the devices are all using the same drivers. PVR150s will be #1 and #2. HVR1300 (digital side) will also be #1.
