Full Screen Exclusive White line at bottom

I have the taskbar set to autohide but I still get about every couple seconds or so a white line (which looks like the top of the hidden taskbar) on the bottom of the screen. FSE works much better on my machine which has Nvidia decoders and an ATI graphics card. I get all sorts of tearing in VMR9 without it.
Any ideas how to get rid of the intermittent white line besides getting out a can of black paint and painting a one pixel thick line on my TV screen?
