I use HIP to send keystrokes from my MCE remote to GB-PVR, and when my TV is muted (I tried setting the Mute button to the IR code for my TV, and to run a program which mutes the Master Volume of Windows XP), no other buttons respond until tv is unmuted.

my guess is that your "mute program" steals focus from GBPVR.
when you unmute, your program ends, and focus is returned to GBPVR.

I have HIP setup so that the POST msgs use ID 32775, which doesn't require focus. Just to make sure, I clicked on GB-PVR on the taskbar to make sure it had focus after I hit the Mute button, then hit channel -, but nothing happened.

no problems here, mute on mine is systemwide, so i only have MUTE working the normal way...[focusless also btw]
on my pvr150 remote i use 'appcommands'..you know the little keys at top of keyboard for vol,mute,etc..

in irremote.ini it's: MUTE={app(0x80000)}

tho not sure how to set that up in HIP but i'm sure it can..

set yours up like that and use the secondary command for your app..
[note mute is a systemwide/predefined key in HIP]

something tells me it's your app that is messing with things...
try running it externally and see if it effects the remote..

that send message key didn't work for me either..[173]
try 187 and 189 for volumes..

Previousbly I had HIP setup to send my TV's IR code for Mute button, and got the same result of no other buttons respond until I unmute. I have an MCE 2005 remote.

hmm,not sure then...maybe the logitec software messing with it?

you can have 2 commands per key in HIP, try the mute plain using predefined keys in HIP and no other commands, if that works ok we can go from there..
also try it with the keyboard osd software not running...

Just set HIP to "System Mute", it mutes the Master Volume like I've always wanted. Killed all processes for my Logitech OSD software, I still have the problem of other buttons don't respond when muted.

Can you post screenshots of all of your HIP prefs dialogs, plus attach your GB-PVR config.xml and HIP data file? Something isn't right with my setup.

here tis...just load these files into hip and recieving should work...or just compare yours and adjust..[better] so you won't lose your blaster config..[mine will obviously be diff there]

mostly look at the preferences/alternate input section...
the input keys should match exactly...

EDIT: oops, forgot to convert some keys to post messages..uploaded fixed complete version..
