Help defining video output issue

Could someone please tell me the name of the video issue I am experiencing so I can then research to solve the problem? Right now I'm unclear as to what I should search for so I am unable to find any solutions to this issue. I have recreated the pattern I am seeing at the top of the video for clarity.

Is this appearing on a RPTV? It looks like a convergence issue.

The screenshot is directly from my computer. It also appears while playing the recording on my xbox via a projector.

I have found out the name of the issue is macroblocking so I am continuing my search in hopefully finding a solution.

looks like an artifact of noise to me...very fine snow...
when compressed, it makes that pattern..try really low compression ratios, eg: highest quality and see if it's not more defined...[look more like snow than mpeg artifacts]

and check the input signal directly on a tv...
