can you explain where the cable when it enters the house or from the start
when you say cabkle box you mean you remove from the cable box
whats the difference how doe sit normally go
im guessing the cable either has some broken sheilding one strand touching the centre or it runs past a fridge or similar or not crimped properly at the end
It's hard to tell from that short clip, but it looks to me like a hum bar. If you google "hum bar", you'll find a number of pages describing the problem, and posing some solutions.

yea, i would try the ferrite core sleeves on the antenna input..[and any other inputs to the cap card] [place as close to card as possible]
looks like input interference...similar to bad antenna signal..
if it doesn't appear on any other source material[web vids, stuff recorded elsewhere] then i'd say has to be input to card or card itself..
have you tried it in the slot next to vid card yet? [x1]
might be a bus thing being on same bus as vid card...heat/interference might not be coming from vid card itself,but the bus..
and if you have ups for power that might help..
