Web Srvr not working after upgrade to 0910

I have been using the websrvr for a while now on 0908 and it has worked OK. Since I updated to 0910 it has stopped working. The recording service shows:

14/02/2005 18:15:54.718 VERBOSE [4] About to check web assemblies...
14/02/2005 18:15:54.718 INFO [4] Start GB-PVR web on: 1234

But when I try and netstat (netstat -na |findstr /i *.1234) for port 1234 its not there. Any ideas?

I've typed the solution to this about 10 times in the last day - I'm not typing it again.
