I have installed vcredist_x86.zip. I have tried rebooting.

I've only seen this when vcredist_x86.zip is not installed, so it must be something to do with that not being installed correctly.

I have a computer next to this one with a similar configuration and it works fine without installing vcredist at all. This one may have been missing some windows updates. So, I ran windows update, and now it doesn't give me those errors. it just gets to 1 second left on the progress bar, then "Installation ended prematurely because of an error."

is vcredist_x86.exe supposed to pop up a box with a progress bar, then just disappear?

No, I used a workaround. I just killed the process for the installer when it got to 99%. I don't think any significant was missing or broken.
