Got a traditional outdoor UHF antenna, hooked it up to TV, and scanned for channels. It did just as well as when hooked up to HVR-1250. This tells me that it's most likely the antenna quality and/or height/direction it's pointed. I'm doubting that it's a bug in GB-PVR channel scanning, a HW issue with HVR-1250, or a SW issue with HVR-1250 driver.
Next step is to have someone outside on a cell phone so I can have them put the antenna at different heights and angles while I have the TV scan.
