I have just spoken with an engineer at WHYY TV, in Philadelphia. It turns out this really isn't Sub's problem. I was informed that, due to the impending transition, the formats are in chaos. He described multiple reformats of networked transmissions that can be severely "postage stamped." And this affects appliance televisions as well. He mentioned the AFD flag, (automatic format descriptor), for which the station has equipment on order, but is not yet broadcasting.
He suggested that the problems should go away after 2/18/09, or they would be very unhappy
From my POV, it might be useful to have an optional black-border detector that could correct the display, but I understand Sub is already up to his ears, and I thank him for what he has done.
