Audio captioning? on one channel

Hello all,
I have a strange issue with an atsc channel in Portland, OR (any locals?).
The channel is 10.1 OPBDT.
Everything that is on that channel has an audio version of closed captioning.

Example:
Dialog is normal, no text. But when something happens (opens the door) a voice says that they are opening the door, or sitting on a couch, etc.

Anybody have this issue, I'm assuming it's for the blind; but I have no idea how it is applying to just this one channel.

When you scanned and mapped channels, it most likely listed more than one channel for '10.1 OPBDT', and you most likely mapped the wrong one.
