That file looks like a standard letterboxed 4:3 analog capture to me and hitting the zoom key to crop it works fine and there is no delay. If the majority of your mpg files are like this you can use --zoom crop and the NMT will start playing it full screen. The quality of SD analog on an HD monitor isn't perfect because there is just not enough data in the file. It will vary by monitor too some are really bad in doing this.
In North America this is typical even in digital SD streams however in Europe and most of the world the DVB digital broadcasts continue the WSS signal to expand these to wide screen for you automatically. The digital SD broadcasts I've seen can be better than DVD. If you can get this via a digial source you'd see lots of improvements.
