I just did a clean install of npvr 2.0.3 on my Win7 x64 SP1 development system (no tv tuner installed), and I cannot get into either the Decoders settings or the DVD settings. I'm guessing the problem could be similar to a posting I found earlier "NPVR Crash viewing Settings.Decoders after installing new DVB-T2 card".
My npvr.log gives very little detail:
