It is inbound and you will have issues if you do not set the remote port to any. I had trouble at first with understanding this one and someone over on BroadbandReports.com explained it to me......although the incomming request on 7654 is the requested port the incomming request from the remote PC very likely will be on another port....so if the port that the incomming request is comming in on does not match what you have in remote port you will not connect.
My router works the same way.....try letting the remote ports set to any.
There is no conncetion to NVPR for accessing NEWA....so don't worry about what is setup there....you need to have a seperate entry for NEWA and it has to have the ports you want open (in your case 7654 for NEWA and whatever port you plan on streaming on) and the remote port should be set to any.
