Did you get any further with this? My web server has also stopped in the last day or so. A TCP Monitor utility shows NRecord.exe listening on ports 7969 and 8968, but nothing on 8866.
I have uninstalled and reinstalled the latest 2.5.9, plus patches, but no improvement.
