Well, the System Restore did something. The Framework gbpvr folder appeared and the web server started - just long enough to serve the guide page to a local browser, then it stopped. Re-starting the service produces the same old log errors. Unfortunately, I don't seem to have a restore point earlier than the .NET updates, and reinstalling Windows is no simple task. Unless anyone has any other ideas, I'll have to give up on the web server.
